In the bowl of a slow cooker, whisk soy sauce, broth, and garlic.
Add steak and toss to coat.
Cover and cook 3-4 hours on high.
In a small bowl, whisk cornstarch with 3 Tbsp water.
When beef is done cooking, uncover the slow cooker, add broccoli and cornstarch mixture, then cover and cook 30 minutes on high.
